On May 13, 2007, with the "ground-breaking" ceremony, Prime Minister Sergei Stanishev officially opened the construction of the largest infrastructure facility of national importance:

THE NEW LAND CONNECTION BETWEEN THE TWO COUNTRIES BECAME A REALITY
The challenges overcome during the construction activities, the tireless work of over 1000 people involved in the various phases of the construction, led to the successful completion of this impressive construction site, and on June 14, 2013 the ribbon was ceremonially cut and the bridge facility was officially put into operation.
The ribbon was cut by Bulgarian and Romanian builders who participated in the construction of the bridge.

The official opening ceremony was attended by the Prime Minister of the Republic of Bulgaria, Mr. Plamen Oresharski, his Romanian counterpart, Victor Ponta, as well as the European Commissioner for Regional Policy, Johannes Hahn.
